If I buy this rummage sale computer, how do I clean any possibly illegal content off it and start over?

Ive heard horror stories about this sort of thing.

1. do a fresh install of windows, or whatever OS u plan to use, making sure to use the format drive option when doing so.
2. just do a unconditional format on your hard drive, repartition it ( maybe 70% / 30% ) and then install windows again.....
